What's Replacing North Las Vegas' Old City Hall?
North Las Vegas' old City Hall — vacated back in 2011 when the current City Hall opened — sat empty for more than a decade before the city finally moved to redevelop it. In July, Agora Realty & Management closed on roughly 15.8 acres of that site for just $1,575, part of a broader deal the North Las Vegas City Council approved last fall for the developer to buy about 19 acres of city-owned land for $1,938.80 total, according to the Las Vegas Review-Journal. The below-market price reflects a common redevelopment tool: cities often sell blighted or underused public land cheaply in exchange for a developer committing to build something the city actually wants.
Why did North Las Vegas sell the land for less than $2,000?
City spokesman Greg Bortolin told the Review-Journal that the old building "sat empty for more than a decade with no interest" before this deal came together. Rather than hold out for a market-rate sale, the city structured the transaction to guarantee redevelopment: Agora gets the land at a nominal price, and in exchange commits to a defined mixed-use project instead of leaving the parcel vacant indefinitely. City staff had the property appraised at roughly $6.8 million at one point and around $13.5 million at another — so the $1,938.80 sale price is entirely about incentivizing the build-out, not an indicator of the land's real value.
What is Agora building on the old City Hall site?
According to city records cited by the Review-Journal, the project must include, at minimum:
- 15,000+ square feet of commercial space
- An apartment complex with at least 100 units
- A civic building of at least 30,000 square feet
Agora's president of acquisitions and leasing, Aaron Lefton, said the site will also include gathering spaces and amenities such as a recreation center, describing the goal as building the walkable "center-city" North Las Vegas "never had." City officials project the finished, fully operating campus will generate around $20.5 million in annual economic output.
When will construction start, and how long will it take?
Agora aims to break ground toward the end of 2026 or in early 2027, with the project built out in phases over an expected 60-month schedule. The most recently purchased buildings and lots have already been demolished, leaving a cleared dirt lot. One piece is still pending: a 3.9-acre parcel currently occupied by two North Las Vegas police buildings. The city says demolition there is scheduled to start in November 2027, with Agora closing escrow on that final piece in September 2028 — so this will be a multi-year build-out, not an overnight transformation.
What other North Las Vegas projects is Agora developing?
This isn't Agora's first big North Las Vegas play. The Calabasas, California-based developer also owns Hylo Park, a 73-acre development along Rancho Drive at Lake Mead built on the former Texas Station and Fiesta Rancho hotel-casino sites (Station Casinos sold Agora those plots for roughly $58 million combined back in 2023). Hylo Park already has a new retail plaza open, with housing and athletic facilities planned. Separately, Agora is also developing Nevada State University's new satellite campus on the north side of Lake Mead just west of Las Vegas Boulevard — a three-story, 30,000-square-foot facility carrying a $900,000 annual lease that steps up 3% a year — and plans to build retail space around it.
Taken together, these three projects put a significant share of North Las Vegas' near-term redevelopment pipeline in one developer's hands, concentrated along the Lake Mead Boulevard corridor.
What does this mean for North Las Vegas home values and buyers?
In my 15+ years working with buyers across the valley, I've watched this exact pattern play out before: when a city clears and redevelops a long-vacant civic or commercial anchor, nearby resale values typically don't move immediately — they tend to firm up over the 2-3 years after visible construction activity starts, as buyers start factoring in the new amenities and foot traffic. I saw a similar lag-then-lift pattern near other Las Vegas Valley redevelopment corridors, and I'd expect the Civic Center Drive area to follow the same timeline once Agora breaks ground.
One thing I tell clients considering North Las Vegas specifically: don't assume the whole submarket is purely entry-level inventory. Single-family homes within a mile or two of a planned mixed-use node like this one — with new retail, apartments, and a recreation center coming — are usually the first to see renewed buyer interest once construction is visibly underway, well before the ribbon-cutting.

North Las Vegas has been one of the valley's more affordable submarkets, and projects like this one are part of a broader push — alongside Hylo Park and the Nevada State University campus — to bring more commerce, jobs, and walkable amenities into the area. For buyers weighing value against long-term upside, a downtown corridor with three separate active redevelopment projects underway is worth watching closely over the next few years. It's also worth comparing North Las Vegas against the valley's broader ongoing housing shortage and against how the state's growth trends stack up — see our breakdown of whether Nevada is still the fastest-growing state.

When will the new development be finished?
